Responsible Finance Officer and Deputy Town Clerk

Hours: 24 hours per week (with potential scope for increase) 

Salary: SCP35 (£44,711) – SCP42 (£51,802) pro rata- depending on experience and relevant qualifications


An opportunity has arisen to join the dedicated and professional team at Monmouth Town Council. Applications are invited from proactive experienced professionals with proven and demonstrable organisational and financial skills to partner our elected members.


The successful applicant will be the Responsible Finance Officer of the Council and have a statutory duty to carry out all the functions required by law. You will be part of the team responsible for ensuring the Council receives the advice and information it requires to ensure good governance .


You will need to be enthusiastic, flexible and community-focused with excellent administrative, interpersonal, accounting and IT skills in order to work successfully with staff, Councillors, external organisations, stakeholders and the community. Excellent verbal and written skills are essential.


You will hold, or be willing to work towards holding, the Financial Introduction to Local Council Administration (FILCA). You will be politically aware and able to demonstrate a sound understanding of Local Government and current issues.


Monmouth, the County Town of Monmouthshire with a population of 10,500, is situated on the confluence of the Rivers Wye and Monnow. It has a vibrant active community supported by the Town Council which currently consists of 19 elected members and two other part time officers. The Council’s budget for 2025-26 is £588,040.
The post holder would be expected to work mainly from the Shire Hall, Monmouth with the option of occasionally working from home. The post holder will also need availability to attend evening meetings and occasional weekends.


This post is eligible for the Local Government Pension Scheme and the terms and conditions of service are in line with the National Joint Council guidelines.
